Seatbelts 2009 in Malaysia

Since 1st of January 2009, Malaysia had passed a law that from now on everyone need to wear seatbelts at the back passenger cabin. I wonder how many years behind are we since most country already have this law in hand (n) years back !
If you are caught not wearing a seatbelts you will be summone RM300. It is still unclear wether this will be given to the passenger or the car driver?
So due to this case, a friend of mine decide to wear 3 seatbelts because he said he feels safer this way ~
